Addressing Human Resource Needs in Ukraine’s Infrastructure Reconstruction

This second paper focuses on the various dimensions of human resource needs assessments, the labour market situation before the war and the possible reforms that will be required for a speedy reconstruction, the critical role of refugees and internally displaced people in the reconstruction programme, and the specific needs and challenges of the public sector and its staffing requirements.
